Pakistan Softens Stance, Urges India to Resume Indus Waters Treaty Citing International Court Verdict

Islamabad/New Delhi – June 30, 2025: In a notable diplomatic development, Pakistan has formally urged India to resume the implementation of the Indus Waters Treaty, which was suspended by India following the terrorist attack in Pahalgam earlier this year.

According to a statement issued by Pakistan’s Foreign Office on Monday, the Permanent Court of Arbitration (PCA) in The Hague has reaffirmed the treaty’s validity through a supplementary verdict delivered on June 27, asserting that the 1960 agreement remains both legally binding and operational.

“The PCA’s ruling supports Pakistan’s position that the Indus Waters Treaty is valid and in effect, and that India does not have the right to take unilateral actions outside the framework of the agreement,” the official statement read.

Background of the Dispute
The dispute emerged after Pakistan raised objections over specific design elements of two Indian hydroelectric projects being constructed under the provisions of the treaty. Pakistan initiated proceedings at the PCA, which India has consistently rejected, refusing to recognize the tribunal’s jurisdiction.

India had earlier responded strongly, stating:

“We do not accept the framework invoked by Pakistan to resolve disputes under the Indus Waters Treaty.”

Following this, India suspended routine operations under the treaty as part of its broader diplomatic response to Pakistan-sponsored terror activities.

Pakistan’s Formal Appeal
In its latest statement, Pakistan appealed to India to return to the terms of the original agreement:

“We urge India to immediately resume the normal functioning of the Indus Waters Treaty and fulfill its obligations under the treaty in full and in good faith.”

The Indus Waters Treaty, signed in 1960 with World Bank mediation, remains one of the few longstanding agreements between the two countries despite decades of strained relations.
