The Gujarat government has released an important clarification that will directly benefit thousands of Class-3 and Class-4 fixed-pay employees across the state. According to the new circular issued by the Finance Department, fixed-pay employees who are assigned additional responsibilities will now receive a charge allowance calculated on their revised salary instead of the old salary structure. Until now, the allowance was paid based on the older fixed-pay scale, which created dissatisfaction among employees who felt their growing workload was not matched by fair compensation. With this new change, employees will now receive 5% allowance when assigned responsibility within the same cadre and 10% allowance when assigned senior-level or higher-grade responsibilities. For example, if a fixed-pay employee earns ₹30,000 per month, then for same-cadre additional charge, a 5% allowance of ₹1,500 will be provided. If the employee is assigned senior-level additional charge, the allowance will be 10%, which amounts to ₹3,000. This reform comes after continuous representation by The Gujarat Sachivalaya Staff Association, which had been requesting the government to extend similar benefits to fixed-pay employees who have been performing duties equal to regular employees. The Finance Department has also clarified that employees who were appointed after 20 October 2021 and are currently serving under fixed-pay terms will now also receive 10% charge allowance when assigned additional responsibilities. This point is particularly significant because earlier this benefit was limited only to permanent or regularised government staff. As a result, many fixed-pay employees felt they were being denied fair recognition for the senior-level duties they were often assigned to handle. The government’s new guideline aims to remove this disparity and ensure fair financial treatment for all employees, irrespective of their pay category. Thousands of employees across various districts, taluka offices, and government departments will receive direct economic benefits due to this decision. The move is expected to improve morale, increase job satisfaction, and boost overall efficiency in administrative operations. The concerned departments have been instructed to implement the new allowance structure immediately without delay. Employee organisations have welcomed the decision and expressed gratitude toward the government for finally addressing a long-pending demand. According to association representatives, fixed-pay employees have been managing additional roles, often at higher responsibility levels, but were not compensated adequately. This new clarification resolves that issue and brings them at par with regular employees when it comes to charge allowances. Meanwhile, employee associations have stated that this is only one part of their broader set of demands. Several proposals, including pay-scale improvements, timely regularisation, and uniform service benefits, are still pending with the government. The staff bodies expect that the government will take appropriate decisions regarding those demands soon.
