Gangrape Case Reported in Odisha: 19-Year-Old College Student Assaulted Near Puri Beach, Three Arrested
Puri, Odisha | September 13, 2025: A shocking case of sexual violence has once again put Odisha’s coastal districts under the spotlight. A 19-year-old college student was allegedly gang-raped near Puri Beach on Saturday, September 10, in an incident that has triggered widespread outrage and calls for stronger safety measures.
According to the police, the young woman, accompanied by a male friend, had gone to visit the Baliharachandi Temple, located about 500 meters from the beach. After spending some time there, the two decided to walk through a nearby forest area. It was at this point that the assailants, who had allegedly been lurking in the area, confronted the pair.
The perpetrators reportedly filmed the student and her companion, before attempting to blackmail them. When their demand for money was refused, the accused tied up the male companion and sexually assaulted the young woman. The incident left the survivor in a state of shock, and she was unable to immediately approach the authorities.
Two days later, on Monday, she mustered the courage to file a First Information Report (FIR) at the local police station. Puri Superintendent of Police (SP) Prateek Singh confirmed the case, stating that three suspects have already been taken into custody in connection with the crime. “The survivor was deeply traumatized, which is why the complaint was delayed. We have arrested three accused individuals and are conducting further investigations to ensure justice is delivered swiftly,” Singh said in an official statement.
Pattern of Repeated Incidents in Odisha
The latest case comes just three months after a similar incident shook the state. On June 15, 2025, a student visiting Gopalpur Beach in Ganjam district with her friend was attacked by nearly ten unidentified youths. According to reports, the attackers restrained the male companion and sexually assaulted the student, while also threatening to leak their photographs online.
That case followed yet another disturbing event earlier in March, when Odisha Congress student wing leader and NSUI state president Udit Pradhan was arrested for allegedly drugging and raping a student after inviting her for dinner. The survivor alleged that Pradhan spiked her drink and later assaulted her in a hotel room.
The repetition of such crimes in coastal Odisha has drawn severe criticism from women’s rights groups, student organizations, and civil society activists, who are demanding urgent safety protocols in public spaces such as beaches, temples, and tourist areas.
Public Outrage and Demand for Stronger Measures
Human rights activists and local organizations have condemned the incidents, highlighting the need for increased patrolling in tourist zones. They have also stressed the importance of sensitizing law enforcement officials to respond promptly and empathetically to survivors of sexual assault.
Social media platforms in Odisha have been flooded with anger and grief since news of the Puri gangrape broke. Several posts have gone viral, questioning whether young women in Odisha can feel safe in public spaces. The issue has also sparked a political debate, with opposition parties accusing the state government of failing to provide adequate safety for women.
Police Response and Next Steps
The Odisha Police has assured that fast-track investigation will be carried out in the Puri case. Forensic teams have been deployed to collect evidence from the site, and the video recordings allegedly made by the suspects are being traced. The authorities have also promised to file a chargesheet at the earliest.
SP Singh emphasized that strict legal action will be taken: “We are pursuing the case under stringent sections of the Indian Penal Code related to sexual assault and criminal intimidation. We are committed to ensuring justice for the survivor.”
A Larger Conversation About Safety
This incident has reopened discussions around women’s safety in tourist hubs across India. Experts argue that while infrastructure development at beaches and temples has been prioritized, safety mechanisms like CCTV surveillance, emergency helplines, and active patrolling often remain neglected.
Lawyers and women’s rights activists insist that prevention is as important as punishment. “Every time such a case happens, we focus on arrests, but not enough on preventive mechanisms. Unless the state implements proactive safety measures, such crimes will continue,” said a women’s rights advocate in Bhubaneswar.
